Official Bylaws of the Pretty Pink Princess League (2017)

  1. Preamble

    1. The intent of these Bylaws is to write down the rules of the Pretty Pink Princess League (“PPPL”). The advantages of doing this include: (1) clarifying the PPPL’s rules and expectations; (2) enhancing the participant experience by providing predictable rules and orderly resolution of disputes.

  2. Council

    1. The PPPL Council has four positions: Commissioner, Vice Commissioner, Treasurer and Secretary.

    2. 2026 Councilmen:

      1. Commissioner - Das Loosh

      2. Vice Commissioner - Umassholes

      3. Treasurer - Degenerates

      4. Secretary - Hornitos

    3. Only Members of the PPPL can serve on the PPPL Council.

    4. Councilmen must be elected by a majority of all Members of the PPPL. Councilmen serve one year terms that automatically renew unless there is a challenge to an incumbent or a Councilman resigns or is removed. If an election for Council seat is necessary, the Commissioner will conduct an online vote for the Council Member position prior to Keeper Day. If the Commissioner is up for election, the Vice Commissioner will conduct the online election. The results of the election must be announced no later than Keeper Day. Any tie in voting will result in no change to the current position.

    5. Any Council Member may be removed at any time by unanimous vote of the other 9 Members of the PPPL.

    6. In event of midseason removal of a Councilman, a replacement Councilman must be elected by majority of all Members of the PPPL on the next Tuesday or Wednesday after removal

    7. Powers and Duties of PPPL Councilmen

      1. The Commissioner runs the PPPL on a day-to-day basis and is responsible to make decisions in the PPPL’s best interests. He is responsible for organizing and scheduling PPPL Events. Any disputes by Members are brought to his attention first for resolution. He may propose to expel a Member of the PPPL. He may impose one-time fines or sanctions on any other Member of the PPPL for any act that hurts the PPPL as long as he has the consent of at least two of the other three Councilmen. He has oversight of other Councilmen and generally keeps Members of the PPPL in line with these Bylaws.

      2. The Vice Commissioner acts in place of the Commissioner when the Commissioner has a conflict of interest. He is also responsible to assist in all decisions based on the PPPL’s best interests.

      3. The Secretary is responsible for creating, updating and maintaining the Bylaws of the PPPL.

      4. The Treasurer ensures Dues are collected in a timely manner. He is entrusted with safeguarding and managing the PPPL’s money. He is also responsible for distributing Payouts at the end of the season.

  3. Membership Requirements and Expulsion

    1. There are 10 Members of PPPL, no more, no less.

    2. Full Members of the PPPL (aka Made Men) have the right to retain their Franchise unless they have been expelled.

    3. Attendance at PPPL Events is mandatory for all Members of the PPPL.

    4. The PPPL has a three-strike rule for unexcused absences from PPPL Events.

      1. The first unexcused absence results in a $100 fine, the second results in $200 fine, the third results in expulsion.

      2. The strikes are held against a Member for three years. After three years from the day a strike was imposed it is removed from the Member’s books. An absence may be excused if the Member provides adequate notice of his absence to the Council and 2 or more Councilmen determine there is a good reason for the absence.

    5. All Members of the PPPL are expected to participate in PPPL activities. This includes, but is not limited to, monitoring and promptly responding to PPPL related emails, text messages, trade offers, surveys, talking trash, and making fun of Wildung. Making trades is not a requirement but responding to offers in a reasonable timeframe is. Failure to meet these expectations will result in public shaming and may result in fines or other sanctions if the offending Member continually falls short of these expectations.

    6. The Commissioner may propose that a Member of the PPPL be expelled (i.e. kicked out of the PPPL).

    7. A Member of the PPPL cannot be expelled unless 5 or more of the other Members of the PPPL vote in favor of expulsion.

    8. Grounds for expulsion include, but are not limited to: (1) persistent Franchise neglect; (2) failure to pay Dues in a timely manner; (3) accumulating three “strikes” under By Law III(d); (4) dumping players in an attempt to gain a higher draft position in the next year’s Draft; (6) cheating or collusion; or (7) for any other conduct detrimental to the PPPL.

    9. In the event a new Member is needed to fill a vacancy, the Commissioner will promptly present potential candidates to the other remaining Members of the PPPL who will vote on which candidate should be given “Provisional Membership.”

      1. Provisional Membership will be awarded to the candidate who receives the most votes. In the event of a tie, the Vice Commissioner, Treasurer and Secretary will vote to decide which candidate becomes a Provisional Member.

      2. A Provisional Member is treated the same as Full Member of the PPPL for purposes of these Bylaws, except that (1) a Provisional Member does not have the right to a Franchise after a provisional season; and (2) the Provisional Member has to wear the Virginal White Dress at his first Draft.

      3. A Provisional Member successfully completes a provisional season only if the majority of the Made Men vote to allow the Provisional Member to keep their Franchise the next season. After completing two successful provisional seasons, a Provisional Member becomes a Made Man only if the majority of the other Members vote to “Make” the Provisional Member into a Full Member of the PPPL.

  4. Dues

    1. The amount for each year will be decided by an anonymous vote by all PPPL Members prior to the annual Keeper Day.

    2. Dues for the upcoming season must be given to the Treasurer no later than Draft Day.

    3. Dues are used to generate “The Pot,” to pay for PPPL-related expenses and to finance the “Event Fund”

    4. The Council has the discretion to use Dues for reasonable costs and expenditures related to the operation of the PPPL.

    5. If the PPPL needs additional money to pay for a one-time expenditure, all Members of the PPPL will share the cost equally. A majority of the Members of the PPPL must approve the expenditure before it is purchased.

    6. The Event Fund must be used to pay for an over-the-top PPPL event, similar to the 2015 Vegas Trip.

    7. All fines are added to the Event Fund.

    8. Made Men who are expelled (aka “Fallen Angels”) are not entitled to any reimbursement of any Dues already paid, including any portion devoted to the Event Fund.

  6. Playing Rules

    1. Rosters – Each Franchise will have 16 available roster spots. Starting lineups spots consist of 1 QB, 2 RBs, 2 WRs, 1 TE, 1 WR/RB, 1 WR/TE, 1 K, 1 DEF.

    2. Scoring – The PPPL uses a custom scoring system posted on Yahoo’s website.

    3. Roster Moves - Each Member has a total of 34 roster moves per season.

    4. Divisions – The PPPL is divided into two divisions: Spartans and Generals. There are five Franchises in each division. Each divisional winner is given a 1st round bye in the playoffs. Rest of division seeding does not affect playoff spots.

    5. Playoffs - The two Divisional winners earn a bye for the first week of the playoffs. The top 4 non divisional winner Franchises with the best record, regardless of Division, make the playoffs. Seeding is based on regular season record.

    6. In the event of a tie, tiebreakers follow the rules on Yahoo’s website.

  7. Draft

    1. There are 13 rounds in the Draft.

    2. The order of the Draft is determined by the order each Franchise is eliminated from the playoffs and final standings from the previous season.

    3. A Lottery determines which Franchises get the 1st, 2nd, 3rd and 4th picks of the first round of the Draft.

    4. The Lottery is conducted by randomly selecting from a 100 balls in a bingo machine. The Champion and the Second Place finisher get 1 ball each, 3rd, 4th, 5th and 6th place get 2 balls each, 7th gets 40 balls, 8th gets 25 balls, 9th 15 balls and 10th 10 balls.

    5. Picks 6 through 10 of the first round are assigned in the order each Franchise was eliminated from the previous years playoffs. The first to be eliminated from the playoffs gets the highest pick; the second to be eliminated gets the second pick and so on until the last to be eliminated gets the 10th pick. When two Franchises are eliminated in the same round, the winner of the 3rd and 5th place games get the better draft spot. The Lottery only affects the order of the first round.

    6. The order of the second round is determined by the order each Franchise finished the prior season and proceeds as follows: 7th place, 8th, 9th, 10th, 6th, 5th, 4th, 3rd, 2nd, 1st. After the second round, the draft order snakes in that order until the last round.

    7. An extra round may be needed to fill every roster spot.

    8. The Draft is conducted in person and live.

    9. Each pick of the draft must be made within 60 seconds. The 60 rule can be enforced with extra drinking or shots.

    10. An unexcused absence from a draft without a representative will at a minimum require the Franchise to create a roster from the Free Agent pool by using their roster moves. Other penalties may follow.

  8. Keepers

    1. Each Franchise may elect to keep up to 4 Keeper-eligible players from their roster to remain on their roster the following season(s). Such players are called Keepers. Keepers can be signed to contracts from 1 to 8 years in length but the cumulative years for all Keeper contracts cannot exceed 8 years per season, per Franchise. All 8 Keeper contract years do not need to be used. Only 3 Keepers may come from the same position.

    2. Non-drafted players are not eligible for Keeper contracts.

    3. A Franchise may sign an eligible player to a Keeper contract anytime after Lottery Day and prior to or on Keeper Day.

    4. Once a Franchise announces a keeper, the Franchise can begin to include such player in trades. This does not change that year's 4/8 parameters.

    5. Once a Keeper’s contract expires that player is automatically re-entered into next season’s draft pool.

    6. Free Agents picked up after the regular season ends, are not Keeper-eligible.

    7. Free Agents picked up after the trade deadline, must score at least a partial fantasy point (starting or bench) to be Keeper-eligible.

    8. If a Keeper is dropped, the player is dropped from the Franchise’s roster but the Keeper contract years remains on the Franchise’s books. A dropped Keeper is no longer under contract and is treated like an undrafted free agent (i.e. the player can be acquired by another Franchise but cannot be kept for the following season). The following season, the dropped Keeper can be drafted, and if drafted, the player can be signed to a new Keeper contract.

  9. Trades

    1. A Franchise can trade its players and/or Keepers at any time after both trading Franchises announce their Keepers and the trading deadline. Keepers cannot be announced until Lottery Day.

    2. Each Franchise consists of 16 roster spots that are filled by either Keepers are draft picks. Any trades that give one Franchise more or less than 16 roster spots are void. For example, trading three picks for one Keeper would be void.

    3. All trades completed after Lottery Day but prior to the Draft must be finalized at least 24 hour prior to the beginning of the Draft so the Commissioner has enough time to set up the Draft Board. Unofficial trades can be completed within 24 hours of the Draft and will be processed after the Draft.

    4. Only Draft Picks in the upcoming Draft can be traded.

    5. In-season trades for players can be supplemented with waiver money but waiver money alone cannot be traded. No Franchise can have more than max $1,000 waiver dollars at any point during the season. Thus, a Franchise cannot accept a trade that will give that Franchise more than the max $1,000.

    6. Trades between three or more Franchises are not allowed.

    7. Trades that will put a Franchise over the Keeper limits in Section VII of the Bylaws are illegal. This includes any trade that gives a Franchise more than 4 multi-year Keepers or greater than 8 contract years heading into the next season or leaves a Franchise with 4 Keepers from the same position. During the season, a Franchise can trade for an unlimited amount of Keepers under a 1-year contract.

    8. All accepted trades must be submitted to the Commissioner who will submit the trade to all disinterested Members who will have an opportunity to veto the trade.

    9. If 6 or more Members veto a trade, it is void. If the Commissioner is involved in a trade, vetoes are sent to the Vice Commissioner.  If the Commissioner and Vice Commissioner are involved, the vetoes are sent to the Secretary. Vetoes are immediately made public if the trade is voided.

    10. A veto should only be used to prevent cheating or collusion, not to gain an unfair competitive advantage. If it is determined by a majority of the PPPL or two or more Councilmen that a veto is used inappropriately, that determination will be considered as a strike against the Member who used the veto inappropriately.

    11. If a party accepts a trade by mistake, the Commissioner or Vice-Commissioner can nullify the trade with the express written consent of both parties unless one of the Members involved in the trade is already playing and cannot be added or removed from a starting lineup. Ongoing disputes will be settled by the council.

    12. If a player gets injured, dies or retires after the trade has been accepted but before the trade is finalized, it does not nullify a pending trade. Trades are final. No return policies.

    13. If a Franchise chooses to announce their Keeper(s) for the next year prior to Keeper Day, any early-signed Keeper can be immediately traded for another Keeper or draft pick. Unsigned players on a Franchise’s roster from the previous year cannot be traded. A Franchise does not gain any additional cap space for the next year by trading Keepers before the next season begins.

  10. Adding/Dropping Players

    1. Each Franchise starts with a waiver budget of $1,000.

    2. During a waiver period, free agents can only be acquired through a blind bidding process. In case of a tie bid, the winning bid is determined according to Yahoo’s rolling waiver wire list.

    3. Free agents are put on the waiver wire at the time their NFL game kicks off that week and that players stays on the waiver wire until the following Tuesday.

    4. The moment a player is dropped from a roster, that player is put on waivers for 1 day.

    5. Upon elimination from the season or playoffs, adding or dropping players is not allowed. Franchises playing exhibition games for 3rd or 5th place are eliminated for adding/dropping purposes.

  11. End of Season Payouts

    1. Payouts are distributed no later than Lottery Day and are as follows:

      1. The Champion gets 80% of the Pot, their Franchise name engraved on the Trophy, the right to possess the Trophy until the following Lottery Day and another trophy to keep permanently.

      2. Second place gets 10% of the Pot.

      3. Regular season winner gets 10% of the Pot.

    2. Last place must wear the Pink Dress during the following Draft Day

  12. Changing the Bylaws

    1. Any Member of the PPPL may propose to add new Bylaws or remove or amend any existing Bylaws.

    2. The Bylaws cannot be changed mid-season. All Bylaw amendments proposed during the season will be addressed at the end of that season and do not go into effect until the next season, at the earliest.

    3. The Council will review all proposed changes. If two or more Councilmen determine the proposed changes do not violate other Bylaws and would not harm league play and enjoyment, then the Secretary will send the proposed changes to the Members for a vote to approve or reject the proposed changes.

    4. Proposed changes must be approved by at least 7 Members before they become Bylaws. If any changes are approved they become effective the day after Lottery Day, unless the Bylaw change affects Keeper strategy, in which case those changes will not go effect until the day after the following Lottery Day.
